Headline says Could it be principled Graham Leung to get Fiji out of the mess it’s in?

A better question would be.. CAN GRAHAM LEUNG GET HIMSELF OUT OF THIS MESS????

Great timing RFN. Because the lawyer  we referred to on this blog is none other than Graham Leung!  Graham is all for transparency and good governance, and so are we. Lets see what Graham got up to when he was posted in New York…  We have provided exerts from the original letter below. Please note we are not here to judge your sexual preferences, however in the true spirit of ‘transparence’ we should inform the general public of what a good upstanding citizen you are! Using phone sex is not a crime but making tax payers pay for it is!

In a letter dated 4th September 1996 from Poseci W. Bune. Ambassador/Permanent Representative addressed to Ratu Tui Cavuilati, Permanent Secretary, Ministry of Foreign Affairs.  The letter reads.

RE: Activities unbecoming of a Diplomat – Mr Graham Leung

I am deeply concerned about the nature of several of the telephone calls made from his residential telephone and its relevance to the selection and posting of Public Officers to serve as representative of our country and Embassies overseas.

The telephone account for the month ending 28th July 1996 shows that 45 premium priced calls were made to several gay ‘phone sex’ clubs in the United States. 33 were made to a gay club called ‘Gay Connections)  8 to one called Bods(bodies) 2 to one known as ‘Urban Li’.

Those calls were made during the month of July and one can only imagine what and how many calls were made monthly for the 24 months that Mr Leung was serving  in New York.

The letter continues.

I regret to submit that the unnatural sex compunctions of Mr Leung, as illustrated by the telephone calls, and who knows what else. Are a sad commentary on our nation and degenerates the  raison d’etre for his posting overseas.

I believe that the case of Mr Leung clearly highlights the need in the Ministry and the Public Service Commission to be very selective in the choice for postings overseas, that the possible choices be very carefully screened and that such screening should also include security considerations for overseas diplomats.. etc etc….

  1. So far we have heard the lawyers cry foul of this government. they have portrayed themselves as Pillars of society, upstanding citizens who are fighting the evil government. They have all taken cheap shoots at anyone assoicated with the government or military. They have looked down from their ivory towers and spewed forth the evils and wrong doings of everyone.

    They are all human, this letter proves it, some are not so pure, some should not be commenting , as they say people in glass houses shouldnt throw stones! its time to expose more wrong doings. If the military had intended to clean up then lets keep going and finish the job.

    Thanks REAL.. as you say a fact is a fact and transparance is what its all about.

  4. What Mr Leung does outside bussiness hours whether he is a diplomat or garbage collector or whatever is his personal bussiness. Anything done discreetly within the confines of ones home as long as you are not breaking the law and not hurting humanity should be left there without outside interference.
    The problem with the high phone bill could have been easily solved if Poseci Bune had not been so envious of Mr Leung’s capabilities. All Poseci Bune needed to do was get Mr Leung to pay for the high phone bill out of his tax payer’s wages which he could as a diplomat well afford. As it turned out it was an advantage for Mr Leung because we all know that he left working for the then legal Govt of Fiji to work in a private legal firm which he later became part owner. Today I am sure he is thanking his lucky stars because of Poseci Bune. We didn’t know at the time the reason but thanks to you we do now and it is nothing compared to what the likes of you, Frank and his cronies are doing to the people of Fiji.
    Sensible, principled, law abiding citizens who will stand up to anything that is illegal will realize that Mr Leung is featured widely in the media because of his strong stance against the illegality of Fiji’s Military Regime will be vilified and rot that people like you can dig up will find it to tarnish someone that is doing something good and legal for humanity. I wrote this before and am writing it again.
    Uncovering anymore Rot is not going to save Fiji.
    “Fiji Constitutional Powers” will!
    By all means uncover all the rot you want and when you give us back our “Constitutional Powers” we will have the choice of allowing it to bloom into REAL INVESTIGATIONS!

    Our return to sanity and democratic governance cannot be built on low down gutter ping pong game. Let’s GROW up and grow out off the gutter!!

    But, for a copy of this Departmental letter to reach the public domain may only prove desperation by some in poor attempts to soil the reputation and integrity of the Kadavu Kid, Col Graham Leung.

    We may not agree with some of his ideologies and preferences in life, but, yeah, lets refocus on our building blocks, not pale and mossy tomb stones! GOODNESS!!

    What is the point of the story. Everybody in fiji knows of Graham’s sexual proclivities and i do not think he does too much to hide it. why bring up something from 1996.

    I expect better of you real. Bring us the real truth, bring us the real stories not 13 year old rubbish that is meaninless to the here and now. I expect that behaviour from Raw not from Real.

    I do not condone the publishing of confidential government correspondences in public like this. And I also support that what one does in their personal life is not for everyone to know. now that this case has been aired in public like this, let me just contribute my opinion as well.

    I beg to differ on your point in which you said that Poseci could have solved the high phone bills by asking Graham to pay for it.

    Poseci Bune as ambassador has every right as a responsible public servant of the Fiji government to write to his PS about this. At the end of the day, he will also be questioned by his PS should he sweep this under the carpet and ask Graham to subsidize the bills. Besides, the Fiji government is paying the bills for all the staff in foreign embassies.

    Diplomats and embassy staff should not use their privileges working outside Fiji to abuse taxpayers money just like that. They are representing the country and therefore must abide by the rules and regulations that govern the civil servants of Fiji.

    Most of you guys who are defending Graham here failed or deliberately failed to acknowledge him breaking PSC rules and regulations. In this instance and a trusted Fiji diplomatic staff.

    Now that this correspondence and event has found itself published and exposed in a public forum like this, no one should complain now because for sometime, blogs like coupfourpointfive, solivakasama and raw fiji news to name a few have been doing exactly the same thing to the current government.

    If we all go around publishing confidential and private information of people we dislike or like in a public forum like this, who is going to benefit?

    If we disagree with people, ideology etc and would like to let your disagreement know, write in constructively and state your case. Just don’t go around degrading everyone and everything in your site.

    Raw Fiji News is the biggest culprit in this type of behaviour by personalising their disagreement and demean people in their blogsite. At the end of the day, it will not achieve anything but a lot of embarrassment, heartaches, frustrations, anger and so forth.

    The correspondence published above was done during a time Bune and Graham were both civil servants. Bune was just doing his job.

    The problem here is whoever extruded this correspondence and publish it here should not have done it.

    I suggest that you don’t go around discrediting people you don’t know because their contribution to making Fiji a better country maybe 100 times worthier than yours.

    Bune and Graham have both made a positive contribution to the development of this country as well. I just feel sorry for both of them that this correspondence has been published here.

    Poseci Bune, as ambassador to the European Union, Brussels. Took a wife – for the home and a ‘whore’ for the office. I wouldnt even want to be the fly on the office wall. But evidence showed. Both women returned home with the fruits of his sexual labour.

    Compare that to that phone bills which presents no evidence that they were actually made by the accused lawyer.

    Bottom line – he made it up to get rid of the lawyer who showed up his weakness in the office.

  20. Bune is the last one who should complain about anything having to do with sex on or off the job, except Rabuka, of course.
    What are the PSC guidelines? If phones are provided, are they for official business only?
    Phone sex with strangers is safer than the real thing. I doubt any state secrets were compromised this way.

    The problem was blogsites like Raw Fiji News, coupfourpointfive and others have been doing this sort of thing to the current government leaders and others who have accepted positions for quite sometime now.

    Now when Real Fiji News did it to one of the friends of the bloggers at those blogsites, people started jumping up and down and wanted to take the moral high ground.

    Just like they say, “Do unto others what you want others to do unto you”, so stop complaining and being disgusted. What goes around comes around.

    Anyway, this is stale news also. Maybe we should now stop denigrating people who have decided to accept positions offered by the government now.

    Your favourite blogsite Raw Fiji News have been attacking everyone who decided to work with the government left right and centre. Have a taste of your own medicine for once and see what it does to your psyche. Painful, isn’t it?

  26. Great debate on such trivialities. Who cares what Graham does behind close doors. Whoever chose to blog Poseci Bune’s letter is indicative of how low & dirty one can get in Fiji just to try & discredit someone who speaks up for the benefit of ordinary people like Graham.

    We still salute you Graham regardless, no one is perfect, not even Poseci who is the author of that letter as he too did not have great history with his sexual prowess whilst on overseas posting as a diplomat. Graham is entitled to have his sexual preference just like everyone one & this blog is just another low blow & pathetic to say the least.

    Lets focus our energies on issues that can bring Fiji out of the rut its in!!!

  27. The difference between Poseci and Graham was that the taxpayers of this country are going to pay for Graham’s personal calls. Poseci is his boss at the embassy and really they have different privileges in so far as their positions are concerned.

    Whilst you are very supportive of Poseci as being the boss, he is not exempted for his personal expenditures using tax payers money regardless whether he is the boss or not. So what if he was the ambassador, he too had lots of flaws,gory details will be kept confidential with respect to Poseci as a valued Fiji citizen just like we value Graham.

    But just to give u a glimpse, find out where Poseci was when his wife was giving birth to their child whilst he was the ambassador in Brussells? …spending Fiji tax payers’ money huh!!!

    Mind your language or you too like the author of this blog might have to stand up in court and answer up for ‘Defamation of Character or Character assasination’. Judges now, internationally, are known to be pulling up authors or contributors to blogs & social websites for comments made!!!
    I rest my case. Theres more pressing things to be attaended to than this trivial issue.

  37. I’m sorry, at what point was it agreed that being gay could be described as “unnatural sexual compunctions”? The only thing this article exposes is the appalling homophobia of the author. Mr Leung has worked tirelessly to protect the basic rights of the Fijian population, it’s just a shame that there are so many who are too uneducated to see it.
